Complete: a “complete" cannabis business application is one that is eligible to receive a license, including through any necessary license lottery as required by 915 KAR 1:020E, Section 3.
Approved: an “approved" cannabis business application is one that is complete and has been selected and awarded a license, including through any necessary license lottery as required by 915 KAR 1:020E, Section 3.
Licensed: a “licensed" cannabis business application is one that has been approved and paid the licensing fee and is a licensed cannabis business.

Request to Sell Cannabis Business License
Kentucky law expressly permits the sale of medical cannabis business licenses. The language of KRS 218B.080, which provides requirements for licenses, issuance, and renewals, states:
(6) The cabinet shall approve a license holder's sale of a license issued pursuant to this section and KRS 218B.085 and 218B.090 if the purchaser and any new facilities meet the requirements of this chapter.
In accordance with this, and other provisions passed by the General Assembly, the Office of Medical Cannabis has promulgated regulations providing for how medical cannabis business licensees may sell or transfer a license.
915 KAR 1:020E, Section 10 provides the requirements for licensees who would like to request to sell their cannabis business license. The sale of a cannabis business license shall not occur unless the Office approves the sale in writing. After reviewing the request, the Office shall notify the licensee in writing whether the proposed sale is approved or denied.
The Office shall consider the initial license application requirements for cannabis business licenses contained in KRS Chapter 218B and 915 KAR 1:010E, and any other factors that the Office deems relevant in making its determination on the request. You can read 915 KAR 1:020E in its entirety

Request for Approval of Location Change
Pursuant to 915 KAR 1:020, Section 9, to request a change of location, a licensee must submit a written request to the Office of Medical Cannabis.
Licensees must use the form provided by the Office, which you can find
here. In the form, is it required that the licensee provide the reason(s) for moving their location and information about the new location.
Once the form is complete, please email
the form to kymecanreporting@ky.gov.
If approved, the Office will provide an amended license to the licensee.
For dispensary licensees, the Office of Medical Cannabis will not approve a change of location that is outside the boundaries of the medical cannabis region for which the license was issued or that is otherwise not in compliance with the location restrictions contained in 915 KAR 1:020 Section 3(3).
Request for Approval of Change in Business Ownership
Pursuant to 915 KAR 1:020, Section 8, to request a change of cannabis business ownership, a licensee must submit a written request to the Office of Medical Cannabis.
Licensees must use the form provided by the Office, which you can find
here. In the form, it is required that the licensee include all required information of owners in the initial licensee application for each individual or entity that is part of the proposed change in ownership. These requirements can be found in KRS Chapter 218B and 915 KAR 1:010.
If the Office determines additional information is required, the Office will notify the licensee, and the licensee will have fifteen (15) calendar days to provide the requested information.
If approved, the Office will provide an amended license to the licensee.
