​​​​​​​​​​​The Cabinet for Health and Family Services is tasked with the implementation, operation, oversight, and regulation of Kentucky's Medical Cannabis Program. To assist the Cabinet and the Program, KRS 218B.020 established the Board of Physicians and Advisors.

Membership and Duties​

The Board of Physicians and Advisors consists of ten members. The Kentucky Board of Medical Licensure appoints seven physician members, the Kentucky Board of Nursing appoints two ​advanced practice registered nurse members (“APRNs​”), and the Kentucky Board of Pharmacy appoints one pharmacist​. Board members serve four year terms, are subject to Senate confirmation ​in accordance with KRS 11:160, are eligible for reappointment, and serve without compensation.

The Board is tasked with:

  1. Reviewing and recommending protocols for determining the amount of medical cannabis that patients and caregivers can possess;
  2. Reviewing and recommending protocols, quality improvement metrics, and minimal performance standards fo​r cannabis business accreditation;
  3. ​Reviewing peer-reviewed scientific data, and make recommendations to the General Assembly regarding THC limits in production​;
  4. ​Reviewing peer-reviewed scientific data, and make recommendations to the General Assembly regarding methods of use of medical cannabis;
  5. Reviewing peer-reviewed scientific data, and make recommendations to the General Assembly to add or remove conditions from the list of qualifying medical conditions, and;
  6. Perform other duties related to the use of medical cannabis upon request by the Secretary of the Cabinet.

Frederick A. Stine, D.O., Chair

​​Frederick A. Stine, D.O., of Raccoon, Ky., was appointed July 17, 2023. Dr. Stine is currently working at St. Elizabeth Pediatrics in Florence, KY. On April 15, 2024, pursuant to Senate Resolution 326, the Senate confirmed Dr. Stine. His term expires July 17, 2027.​ The Board elected Dr. Stine as Chair at the first Board meeting held on October 4, 2023.

​​AnYu Chen, M.D., of Lexington, Ky., was appointed July 17, 2023. Dr. Chen is currently the Head of Lexington Clinic's Gastroenterology Section and is a member of the Lexington Clinic Board of Directors. On April 15, 2024, pursuant to Senate Resolution 318, the Senate confirmed Dr. Chen. His term expires July 17, 2027​.

​​​Kristin Dawson, M.D., of Lexington, Ky., was appointed July 17, 2023. Dr. Dawson is a psychiatrist consultant of Wellington Provider Group, PC. On April 15, 2024, pursuant to Senate Resolution 278, the Senate confirmed Dr. Dawson. Her term expires July 17, 2027.​

​​Ryan Grell, M.D., of Louisville, Ky., was appointed on July 17, 2023. Dr. Grell is an anesthesiologist and professor at the University of Louisville School of Medicine. On April 15, 2024, pursuant to Senate Resolution 320, the Senate confirmed Dr. Grell. His term expires July 17, 2027.​

​​Linda McClain, M.D., of Louisville, Ky., was appointed on July 17, 2023. Dr. McClain is a provider of addiction medicine at Cross Roads Treatment Center. On April 15, 2024, pursuant to Senate Resolution 279, the Senate confirmed Dr. McClain. Her term expires July 17, 2027.​

​​Charles Roberts, M.D., of Fort Mitchell, Ky., was appointed July 17, 2023. Dr. Roberts is an anesthesiologist and interventional pain physician in Northern Kentucky. On April 15, 2024, pursuant to Senate Resolution 325, the Senate confirmed Dr. Roberts. His term expires July 17, 2027.​

​​Courtney Turner, M.D., of Prestonsburg, Ky., was appointed July 17, 2023. Dr. Turner is a psychiatrist at Mountain Comprehensive Care in Prestonsburg, Belfry, and Pikeville, Kentucky. On April 15, 2024, pursuant to Senate Resolution 281, the Senate confirmed Dr. Turner. Her term expires July 17, 2027.​

​​Jodi Wojcik, APRN, of Anchorage, Ky., was appointed June 15, 2023. Wojcik is the Director of the Department of Advanced Practice at University of Louisville Health. Wojcik's term expires June 15, 2027​

Thomas Colley, APRN

Thomas “Perry” Colley, APRN, of Benton, Ky., was appointed October 24, 2024. Colley is the owner and practitioner for Op-T-Max and is the Administrator for Giving Home Healthcare. Colley’s term expires October 24, 2028.

Matt Carrico, PharmD

Matt Carrico, PharmD, of Louisville, KY., was appointed May 22, 2024. Carrico is the Owner and Pharmacy Manager of Booneville Discount Drug in Booneville, Ky. Carrico also serves on the Pharmacy Technical Advisory Committee for Kentucky Medicaid. Carrico’s term expires May 22, 2028.
